The Challenge

When the Interstate Bridge Replacement program launched, public skepticism lingered from an earlier unsuccessful bridge replacement effort. Traditional agency communication channels offered little opportunity to establish a fresh identity or foster meaningful public dialogue around one of the Pacific Northwest's largest transportation investments.
